No! Your problem is cold weather related. You need to have 10w40 oil (preferred Synthetic such as Mobile Synthetic Motor cycle oil, available at automotive supply stores).

Also you need a good fresh battery. I keep my covered outside-cycle, charged with a "SOLAR CHARGER" and my garaged-cycle charged with a plugged to wall outlet "TRICKLE CHARGER" made for motorcycles.

Unscrew the float bowl drain plug and catch the drainage to inspect for water and or sludge. You might have to place the tank valve in "PRIME" position to allow gasoline flow, if the carb. bowl is empty.

If your carburetor float bowel is dry from long standing, you must put the petcock valve in prime position to fill the bowl. Note; after the engine starts make sure that you change the petcock valve back to its normal run position.

You do not say how long your cycle sits between driving. If it sits for along time the gasoline should be given an additive of gasoline stabilizer. Also keep a full tank of gas to help prevent water forming in the tank. Perhaps a small amount of fuel line water displacing additive is also in order.
Check the operation of the choke mechanism. A choke is necessary for cold weather starting.
